There are a variety of federal programs which address the needs of young children and their families. This section of our web site tracks the federal government programs on child welfare.
The chart below provides a basic overview of the federal programs, as well as status updates on the authorizations of those programs by Congress.

Provides funding for child welfare services, as well as for preventive and supportive services for families. - Subpart 1: Child Welfare Services—Provides federal grants to states, Indian Tribes, and territories to improve child welfare services. - Subpart 2: Promoting Safe and Stable Families (PSSF)—Provides federal grants to support family preservation, reunification, adoption, and family support services. Administered by the Children’s Bureau within the Administration for Children and Families at the Department of Health and Human Services. |
Subpart 1 is permanently authorized. Authorization for Subpart 2 expires in 2011.

Title IV-E of the |
Open-ended entitlement program that provides federal funding for foster care maintenance, adoption assistance, and independent living services as well as training for staff and foster parents. Administered by the Children’s Bureau within the Administration for Children and Families at the Department of Health and Human Services. |

Child Abuse Prevention
|
Provides federal funding and technical assistance to assist states in: (2) supporting research on the causes, prevention, and treatment of child abuse and neglect and the development and implementation of evidence-based training programs (CAPTA Discretionary Grants), and (3) developing, operating, expanding, and enhancing community-based, prevention-focused programs and activities designed to strengthen and support families to prevent child abuse and neglect (Community-Based Grants for Prevention of Child Abuse and Neglect). States are also now required to refer children with substantiated cases of abuse for Part C screening. Administered by the Children’s Bureau within the Administration for Children and Families at the Department of Health and Human Services. |
