Transformative Pediatric Care for Babies & Families

A child’s earliest experiences shape everything that follows. Babies’ brains are growing rapidly, and everyday interactions – being comforted, talked to, fed and played with – lay the foundation for lifelong health and development. That is why we support families where they already turn for care, the pediatric primary care setting. Every well-child visit is more than a checkup. It is a chance to support parent-child relationships, monitor development and address concerns early on.

HealthySteps brings that support into the pediatric exam room.

For 30 years, this program has integrated child development and behavioral health into primary care. Specialists help families navigate real-life challenges such as sleep struggles, feeding questions, developmental delays and parental well-being.

In 2025, HealthySteps reached more than 500,000 children and their families at 365 sites nationwide, bringing us closer to our goal of reaching 1 million children a year by 2032.

ZERO TO THREE’s Early Childhood Developmental Health Systems: Evidence to Impact Center also helps clinics strengthen their support for babies’ development during routine care.

In 2025, ZERO TO THREE:

Partnered with 151 community health centers to strengthen how pediatric teams identify developmental concerns and connect families to services.

Further reached 50,000 families through other initiatives such as Transforming Pediatrics for Early Childhood Resource Hubs.

Expanded Pediatrics Supporting Parents using insights from five Proof Point Communities to ensure families receive support for healthy social and emotional development.

Families first

Safe Babies, Thriving Families

Parents are babies’ first teachers, fiercest advocates and most important protectors. But too many families face barriers during the earliest years that can lead to separation. In the United States, a baby or toddler is removed from their family and placed in foster care every 10 minutes.

ZERO TO THREE works to help families get the support they need early, so challenges don’t escalate and unnecessary separations can be prevented.

States are turning to Safe Babies to strengthen support for infants, toddlers and families involved in, or at risk of entering, the child welfare system.

In Safe Babies communities, children face fewer repeat cases of maltreatment, achieve permanent homes faster, and spend less time in foster care. By supporting families early, Safe Babies helps change outcomes for babies and their families.

These strong results fueled the expansion of Safe Babies to more than 150 sites across 31 states in 2025.

When Safe Babies is implemented at scale, a study of three states found that they could save an average of up to $18.9 million over five years by reducing time in foster care alone.

Babies thrive when the professionals around them are prepared, supported and knowledgeable about child development. As the nation’s leading nonprofit provider of training and professional development focused on infants and toddlers, ZERO TO THREE has set the standard for high-quality, research-informed care — equipping early educators, clinicians, home visitors and mental health professionals with practical tools and trusted guidance.

Our DC:0–5™ Manual is the first developmentally informed diagnostic guide utilized by clinicians and early childhood professionals across the globe.

In 2025, more than 225,000 professionals turned to ZERO TO THREE to strengthen their work with babies and toddlers.

Through our LEARN conference, bookstore, fellowship, trainings, memberships and other resources, we help early childhood professionals deepen their understanding 
of child development and turn that knowledge into action.

The Impact

Educators, clinicians, and family-serving professionals are better prepared to support babies’ healthy development and strong relationships from the very start.

POLICY / ADVOCACY

A Voice for Babies

In 2025, lifeline programs such as Medicaid, SNAP, and funding for early childhood care and education came under serious threat. Some were weakened; others were gutted or thrown into turmoil.

Families and professionals across the country refused to stay silent, and their voices made a difference. ZERO TO THREE brought people together across the nation, resulting in 40,000 messages to policymakers.

Here’s what that advocacy made possible

The most harmful proposed cuts to Medicaid and SNAP were halted, protecting healthcare and nutrition for millions of infants and toddlers. Funding for Head Start and Early Head Start was also preserved. And states made progress, with new investments in child care and early learning that are helping more families access the support they need.

ZERO TO THREE strengthened the field’s collective voice

By building and supporting the Prenatal to Five (P-5) Policy Network, ZERO TO THREE brings together more than 40 national organizations to protect and advance federal policies and programs that are essential to the well-being of expectant parents, babies, young children and families.

When funding was on the line, ZERO TO THREE helped ensure the field spoke with one clear, unified voice to policymakers.

Amid federal uncertainty, some states made notable progress

Strengthening maternal and infant health supports is essential.

In New Jersey, for example, legislation was passed as a result of ZERO TO THREE’s efforts alongside partners and family advocates.


The new law improves access to preventive behavioral health services for children, including HealthySteps. It allows preventive services — such as counseling, family guidance, education and brief interventions — to be billed to Medicaid and state-regulated commercial health plans based on at-risk screening, without requiring a formal psychiatric diagnosis.

The Impact

Harmful proposals affecting millions of babies and families were scaled back or defeated, new investments advanced and a strong national network now stands ready to defend policies.

Believing In Babies means more than cherishing their innocence. It means standing with families, building circles of care and support, and creating communities where every baby can thrive. Believe In Babies invites the entire country into this movement. The campaign calls on all of us to believe in the well-being of America’s babies.

Because the first three years of life aren’t just important — they’re irreplaceable.

Through authentic storytelling, Believe In Babies shows how care, policy and community intersect to build a future where every baby can thrive.
