Part I provided an overview of the challenges faced by infants, toddlers, and their families when they experience homelessness and why it is important to address housing needs in ways that keep the baby in mind. Part II focused on the challenges and opportunities of structuring systems that address the multiple, complex service needs of these populations when they experience homelessness.
