Reporting to the Executive Director (ED) and serving on the organization’s senior management team, the Chief Financial Administrative Officer’s overriding responsibility is to ensure the fiscal health of the organization.
Essential Duties and Responsibilities
The Chief Financial Administrative Officer (CFAO) position is an initiative-taking role involving a mix of strategic and managerial activities. This CFAO works in partnership with the ED and senior staff to help guide development of grant and contract funding and income generating business opportunities for the organization. The CFAO oversees the financial, legal, and contractual areas of the organization as well as its information technology operations. This position reports to the ED, but also has a separate fiduciary relationship to the organization’s Treasurer. The CFAO works with an engaged Board of Directors and its executive, audit, finance, and products & services committees, providing business operational insights, financial data and analyzes to help guide informed governance decisions.
This role is supported by a team of ten finance and accounting professionals, who cover the core accounting, contracting and grants management functions. In addition, the CFAO oversees the information technology infrastructure for the organization, working in collaboration with the Chief Technology Officer and a team of five IT staff as well as outsourced IT support and software development contractors.
The CFAO’s role includes the following:
- Works closely with the ED as a strong business partner to analyze the financial implications of new initiatives the organization is considering.
- Oversees the production and analysis of financial reports that are timely, accurate, and understandable for senior management, staff, board members, and funders.
- Determines appropriate revenue recognition for all sources of income and implements new accounting standards.
- Guides the financial aspects of the proposal and business development process, ensuring accurate financial projections for competitive submission to federal and state governments and private funders as well as pricings for products and services to ZERO TO THREE buyers. Serves as the pricing negotiator on federal contract bids.
- Ensures compliance with rules and regulations dealing with contracts, cooperative agreements, and grants from federal agencies as well as with the requirements of private foundations that finance ZERO TO THREE programs.
- Works with legal counsel on complex contracts to review and negotiate terms with an array of funders and subcontractors.
- Reviews and approves all contracting for the organization, negotiating terms and approving all deviations from standard terms for ZERO TO THREE contracting templates.
- Leads an organization-wide process to produce an operating budget that reflect the organization’s shared goals and fiscal realities.
- Shares leadership of the ZERO TO THREE’s Product and Innovation Division, providing strategic guidance on business functions, evaluation and monitoring of earned income and other revenue-generating activities.
- Oversees the organization’s information technology department, establishing priorities in collaboration with the Chief Technology Officer.
- Supervises five direct reports across accounting, finance, technology and business operations.
- Serves as part of the senior management team, which also includes the ED, Chief Program Officer, Chief Development Officer, Chief Policy Officer, Chief Communications Officer and Chief Human Resources Officer.
Skills and Experience
As the person overseeing the organization’s financial management, the CFAO should be:
- Highly knowledgeable about financial accounting within nonprofit organizations that receive significant revenue from government grants and contracts. Experience with FAR, 2 CFR Part 200 and indirect cost rate negotiations is essential.
- Able to provide sophisticated business savvy to senior leadership as the organization considers new and innovative programs and services to carry out its mission.
- Able to interact effectively with and provide helpful customer service to staff- especially program and policy staff who carry out the work.
- Experience with the core business functions of a non-profit and able to assess and evaluate organizational needs outside of finance and accounting.
- A superb communicator, orally and in writing, especially in presenting and explaining financial and other quantitative data to staff and board members.
- Confidence and presence to be able to work effectively with a Board which includes financially astute professionals who volunteer their time and talent.

A CPA license, MBA, or degree in Accounting or Finance is desirable.
While performing the responsibilities of the job, the employee is constantly required to use finger dexterity as well as sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. Also many need to remain seated for long periods of time and have the ability to perform repetitive motions, push objects, reach for objects and grasp objects, including a writing instrument. Employee is frequently required to walk, communicate verbally and hear well enough to detect nuances and receive detailed information. The employee may be required to bend, stand, pull objects, squat or kneel. Vision abilities required for this job include close vision for data preparation and analysis and expansive reading. Must have the ability to lift up to 30 pounds.
The work conditions described here is representative of those an employee encounters while performing this job. Depending on location, the incumbent will typically work indoors in a heated and air-conditioned office, with a mixture of natural, incandescent and fluorescent light with low to moderate noise levels or be subject to working conditions conducive to a home office. When travel is expected the incumbent will be exposed to outside environmental conditions during those times.
