The first Safe Babies Court Teams began in 2005 and have been replicated over the years in several sites across the country. Currently ZERO TO THREE is working with Safe Babies Court Teams in Arkansas and Oklahoma.

In 2014, the Quality Improvement Center for Research-Based Infant-Toddler Court Teams (QIC-CT), made up of ZERO TO THREE and three partner organizations (the Center for the Study of Social Policy, the National Council of Juvenile and Family Court Judges, and RTI, International), awarded six demonstration grants to states implementing the Safe Babies Court Team approach.

In 2014, ZERO TO THREE and its partner organizations received funding from the United States Administration on Children, Youth and Families, Children's Bureau, to operate the QIC-CT.
