Kentucky Early Childhood Professional Development Framework

In 2002, Kentucky approved a plan for a Professional Development Framework that addresses the need for education, training, and credentialing of early care, intervention, and education professionals. The Framework, which was revised in 2003, 2008, and 2011, informed the creation of professional development programs and supports program activities and outcomes for KIDS NOW and Stars For KIDS NOW.
The Kentucky Early Childhood Professional Development Framework defines five levels of professional accomplishment and the training, technical assistance, credentialing, and articulation requirements to support each level. The Framework describes: Early Childhood Core Content; credentials and degrees for early care, intervention, and education professionals; a training track that spans all five levels; support services or technical assistance to help staff maintain skills in the workplace; articulation agreements supporting transfer of education and training credits; a scholarship program; a professional development registry; and training registries.
