Justine Davenport

Director of Advocacy

Justine Davenport, Director of Advocacy, leads ZERO TO THREE’s advocacy strategy to improve public policy for infants, toddlers, and their families. She directs ZERO TO THREE’s Think Babies™ which engages a network of more than 70 partner organizations and thousands of advocates nationwide in federal and state advocacy campaigns.

As Senior Advocacy Specialist, she served as lead digital strategist for federal advocacy, mobilizing early childhood professionals and parents and growing the ZERO TO THREE advocacy network. Previously Justine worked with the Council for Advancement and Support of Education where she was responsible for developing and implementing government relations and communications strategies to advance policies that support educational institutions and advancement professionals. Prior to that she worked at FirstPic, Inc. focusing on government relations and program management for mentoring, afterschool, and youth protection programs.

Justine holds a Master of Public Policy from Georgetown University and a Bachelor of Arts from Dickinson College.
