Framing Infant and Early Childhood Mental Health for Policy Impact

ZERO TO THREE has released a new resource to help policymakers, advocates, and the broader public influence policy and increase support for Infant and Early Childhood Mental Health services.

Framing IECMH for Policy Impact builds on findings from a multi-method research initiative conducted in partnership with alignco, PerryUndem, and Blue Rose. This research included policymaker focus groups, public message testing, and interviews with key policy influencers.

This new resource provides actionable strategies for communicating about IECMH in ways that resonate across the political spectrum and foster greater investment in services for infants, young children, and their families.

Use accessible, lay-friendly language like “healthy development” and “emotional well-being” instead of clinical terms. 

Lead with shared values (fairness, opportunity) and actionable solutions. 

Share emotionally resonant stories about real families and children to humanize IECMH. 

Avoid problem-saturated narratives, emphasize hope and the effectiveness of supports. 

Connect IECMH to broader policy priorities such as reducing disparities, improving education, and lowering healthcare costs. 

This resource builds on the 2022 webinar from ZERO TO THREE and alignco, which highlights key findings from the research and their implications for advocacy.
