ZERO TO THREE Launches Built for Babies Project

Building states' capacity to advance family-centered policies and systems that support families with children prenatal to three (P-3).

This month, the ZERO TO THREE Policy Center launched a new technical assistance project with states interested in building their capacity to advance family-centered policies and systems that support families with children prenatal to three (P-3). Arizona, Kansas, Mississippi, Montana, and Tennessee were selected to participate in the Built for Babies technical assistance project running through November 2025.

ZERO TO THREE will assist state teams in developing or refining P-3 policy and system priorities. Potential areas could include, but are not limited to: health, mental health, early care and education, paid leave, family support, home visiting, Part C early intervention, screening and referral, nutrition, child welfare, family economic security, workforce, early childhood governance, and partnering with families. Project activities will include an in-person cross-team meeting, individualized technical assistance and virtual peer learning opportunities specific to each states’ context, and a stipend to support policy goals.
