ZERO TO THREE’s Built for Babies Project

Building states' capacity to advance family-centered policies and systems that support families with children prenatal to three (P-3).

The ZERO TO THREE Policy Center’s technical assistance project, Built for Babies, includes five states building their capacity to advance family-centered policies and systems that support families with children prenatal to three (P-3). Arizona, Kansas, Mississippi, Montana, and Tennessee were selected in July 2023 and will continue with the project through November 2025. 

ZERO TO THREE works alongside these state teams in developing or refining P-3 policy and system priorities.  States’ actions encompassed policy areas such as health, mental health, early care and education, family support, home visiting, Part C early intervention, screening and referral, nutrition, child welfare, family economic security, workforce, early childhood governance, and partnering with families. Project activities included an in-person cross-team meeting, individualized technical assistance specific to each states’ context, and a stipend to support policy goals.
