Low-income parents of infants and toddlers should have access to affordable education and training to improve their employment opportunities.

Education and training programs, such as federal student financial aid and those supported by the Workforce Innovation and Opportunity Act and the Carl T. Perkins Career and Technical Education Act, provide working parents with important skills, opening doors to better quality jobs and more stable income. Participating in workforce development programs is linked with higher levels of employment, greater earnings, and lower levels of public assistance.
