Kylene Parker, MSM is the Program Coordinator for Safe Babies, a program of ZERO TO THREE.
Ms. Parker is a dedicated and multifaceted professional with a strong foundation in criminal justice and project management. She holds a Bachelor of Science in Criminal Justice and a Master’s degree in project management, equipping her with a unique blend of analytical, organizational, and leadership skills. Her career spans a diverse range of roles across the legal, educational, and nonprofit sectors. She has served as a paralegal/legal assistant and document coder at CACI, and as a Supervisory Legal Analyst at the Defense Office of Hearings and Appeals (DOHA), where she honed her expertise in legal analysis and case management.
Transitioning into education and youth development, Ms. Parker held leadership roles including Lead Teacher and Site Coordinator with Springboard Education America, LLC, and Lead School Coordinator with Everybody Wins! DC, where she championed literacy and academic enrichment programs for children. Currently,
Ms. Parker serves as the Program Coordinator for the Safe Babies Program at ZERO TO THREE, a national nonprofit dedicated to ensuring all babies and toddlers have a strong start in life. In this role, she supports initiatives that strengthen the bond between infants and their caregivers, particularly within the child welfare system, by coordinating program operations, fostering cross-sector collaboration, and advancing trauma-informed practices.
