The time after the birth or adoption of a baby is an essential time of development for babies and families. Rhode Island was among the first states in the nation to show its commitment to working families and young children by establishing paid family leave through the Temporary Caregiver Insurance (TCI) program, signed into law in 2013 and expanded in 2021. However, Rhode Island’s TCI program has not kept pace with standards set by other state policies over the past decade. ZERO TO THREE recently partnered with advocates in Rhode Island to create a brief to urge state lawmakers to update the program.
