Safe Babies Approach: Core Components
Safe Babies, a program of ZERO TO THREE™, uses an innovative, team-based approach to apply developmental science and infant and early childhood mental health (IECMH) principles to the urgent needs of babies and toddlers under court jurisdiction. By centering babies’ emotional and developmental needs, and the relationships that shape them, Safe Babies transforms child welfare into a system that strengthens child and family well-being.
At the heart of this work are the Core Components, the essential practices guided by the Five Areas of Focus that bring this approach to life in communities every day.
What are the Core Components?
The Safe Babies Approach is guided by five areas of focus, each brought to life through a set of Core Components rooted in infant and early childhood mental health (IECMH) that define what high-quality implementation looks like in practice.
They guide how professionals, community partners, and families work together to ensure:
- Relationships are at the center
- Families are partners
- Services are timely and effective
- Early childhood systems are aligned
- Continuous learning drives improvement

At the heart of this work are the Core Components, the essential practices guided by the Five Areas of Focus that bring this approach to life in communities every day.
Interdisciplinary, Collaborative and Proactive Teamwork
Families are best supported when systems work together. Safe Babies brings together courts, child welfare, early childhood, and community partners to coordinate support and remove barriers.
Core Components
Leaders across courts and child welfare work together to center babies’ developmental needs and support families with compassion, collaboration, and shared accountability.
A dedicated coordinator connects families and partners across systems, ensuring services are aligned, communication is clear, and families don’t have to navigate systems alone.
Community partners come together to identify gaps, align resources, and build a stronger, more connected system of support for families with young children.
Enhanced Oversight and Collaborative Problem-Solving
Families are engaged as partners in decision-making. Safe Babies strengthens oversight while creating space for collaboration, respect, and shared problem-solving.
Core Components:
- Family Team Meetings
- Families and professionals meet regularly to plan together, centering the baby’s needs while supporting parents to lead decisions about their family’s path forward.
- Parent Leadership
- Parents with lived experience help shape practice, programs, and policies, ensuring systems reflect what families truly need to thrive.
Expedited, Appropriate and Effective Services
Babies and families receive the right support at the right time. Safe Babies ensures services are timely, coordinated, and responsive to each family’s unique needs.
Core Component:
- Connecting Families to a Continuum of Wraparound Services
- Families are connected to a range of community-based services, from physical and mental health to concrete supports, so needs are met early and effectively.
Trauma-Responsive Support
