Ballot Measures for Babies
While much attention was on the national stage in November 2020, important movement for babies and their families was also occurring via state and community ballot initiatives across the country.
• Colorado residents voted yes on Proposition 118: Paid Medical and Family Leave Initiative, joining 9 other states and DC in passing this type of policy. The measure establishes a program to provide 12 weeks (up to 16 weeks in certain cases) of paid family and medical leave (with a maximum benefit of $1,100 per week). It is funded through a payroll tax, paid for by employers and employees in a 50/50 split.
• Multnomah County, Oregon passed a Preschool for All package that aims to reach universal coverage for 3 and 4 year olds by 2026. The package includes approximately $20 million per year for an Infant Toddler Slot Preservation Fund, beginning in the 2022-23 school year. Use of funds will include financial incentives for child care providers offering infant and toddler care, allowing for wage increases for child care staff working with children ages 0-2.
• In St. Louis, Missouri, voters approved a property tax increase to raise $2.3 million per year for birth-to-five programs and services, administered by the St. Louis Mental Health Board’s Community Children’s Services Fund.
