What the mission means to Dawn

My professional experiences – from current systems and policy work at ZERO TO THREE, former Medicaid work in Arkansas, and beyond – I have seen how critical state and federal policies and programs are for families with young children. And as a mother, I am committed to helping other parents and caregivers give their children the best start in life that they can, just as I strive to do for my own son.

 

Professional Background

Dr. Dawn Stehle has spent the last 20 years working in health and human services. She currently serves as the acting director of the Early Childhood Developmental Health Systems (ECDHS): Evidence to Impact Center. Prior to joining ZERO TO THREE, she served as the Deputy Director for Health and State Medicaid at the Arkansas Department of Human Services (DHS). In this role, Dawn oversaw the divisions of Aging, Adult & Behavioral Health Services, County Operations, Developmental Disabilities Services, Provider Services & Quality Assurance and Medical Services.

Before becoming Deputy Director in September 2016, Dawn served in several other positions during her 16 years at DHS. She began her career at DHS in August 2006 as a Policy and Planning Fellow. Following a series of promotions, Dawn transitioned into the Division of Medical Services in April 2012 and served as the Director of Health Care Innovation before becoming the Division Director and Medicaid Director. Prior to leaving DHS, Dawn was recognized as one of the longest-serving Medicaid Directors in the country for her 8-year tenure in the role.

Before joining DHS, Dawn served in a variety of capacities within and outside the U.S. conducting research, providing technical assistance and coordinating care and treatment for seniors, intellectually/developmentally disabled adults and visually impaired individuals, among others. Dawn has earned Bachelor of Science degrees in biology and social work, a Master of Public Service, and a Doctor of Public Health in Public Health Leadership.
