Safe Babies Approach: Core Components
By centering babies’ emotional and developmental needs, and the relationships that shape them, Safe Babies transforms child welfare into a system that strengthens child and family well-being.
The Safe Babies approach operates across three levels—child and family, community, and state—ensuring systems work together to support families, not around them. Through a coordinated, team-based model, Safe Babies brings together courts, child welfare, and early childhood systems to strengthen families, prevent unnecessary separation, and support babies during the most critical stage of development.
Guided by five key areas of focus, including interdisciplinary collaboration, enhanced oversight, timely and effective services, trauma-responsive support, and continuous quality improvement, this work is brought to life through a set of Core Components that align early childhood systems, elevate families, and ensure every baby’s needs are met.
When I think about Safe Babies, I think about the heart of the work being: How do we make systems more humane for families? How do we make sure families feel seen, heard, and supported, not judged or punished? That’s what changes the trajectory for these babies and their parents.
